The Jaguars waived receiver Nate Hughes, who suffered a torn labrum in his right shoulder during practice Tuesday night.
Hughes made the team last season, but was cut in September and signed to the team's practice squad. He was activated on November 17 and finished the season with five catches for 70 yards and one touchdowns.
The team also waived offensive lineman Andrew Crummey and rookie free agent safety Terrell Whitehead.
The Jaguars signed linebackers Tony Gilbert and Kris Griffin and defensive tackle Leger Douzable.
YULEE - FBI agents have been serving subpoenas for records and grand jury summonses in a probe of Nassau County Sheriff Tommy Seagraves and his agency, according to a longtime Seagraves friend recently interviewed by agents.
Records requested include the purchase and service by the Sheriff's Office of vehicles at Ron Anderson Chevrolet Buick GMC in Yulee since 2004, said David Dubose, the dealership's service manager interviewed and subpoenaed by two agents two weeks ago.
Nassau County Sheriff Tommy Seagraves said Wednesday he turned over 11 boxes of Sheriff's Office documents to the FBI this week as part of its ongoing investigation of him and his agency.
Seagraves said the documents include six years worth of business records and paperwork involving the use of grant money. Seagraves said he willingly provided the records as part of a subpoena served by the FBI last month. He said agents collected the boxes Monday.

Jacksonville Mayor Alvin Brown is beginning to solidify details of his plans for reorganizing city government as various interest groups weigh in.
Perhaps the biggest area under discussion is what changes will be made to the Jacksonville Children’s Commission.
For now, Brown’s reorganization plans call for the commission to lose some of the autonomy it enjoys. The commission and the Jacksonville Journey will be combined into one organization, and other responsibilities, such as senior issues, added.

Two Thanksgiving traditions that have been ongoing for two decades return to the Beaches Thursday, and more people than ever are expected to take part.
The day begins with the Champion Cycling and Fitness shops’ coastal Thanksgiving champagne breakfast and bike ride at 7:15 a.m. that starts at Jack Russell Park off Seminole Road in Atlantic Beach. The event features a round-trip to Fort George Island and Fernandina Beach.
Then the annual Pete’s Bar street party gears up for revelry between 9 a.m. and 2 p.m. along First Street in Neptune Beach.
Betty Burney will be Duval County School Board’s chairwoman for the next year. She was unanimously elected by the board Tuesday night.
This is Burney’s second time serving as the board’s chairwoman. She was chairwoman of the board in the 2007-08 school year and has served on the board since 2004. Burney takes over for outgoing chairman W.C. Gentry.
Burney is in the last year of her second term and hasn’t stated whether she plans to run for a third. In each of the terms she was elected she ran unopposed.
For young Anna Dooley, Thanksgiving Day wasn’t about the turkey, the dressing or the cranberry sauce. Nope, it was the Macy’s Thanksgiving Day Parade, and the little girl would sit entranced in front of the TV.
“I have loved it from the beginning to the end when the Rockettes and Santa arrived,” the 65-year-old Jacksonville resident said. When Dooley grew up and began cooking Thanksgiving dinner for her family, she and daughter Sarah watched the parade together. She even took Sarah to New York a few times so they could see it from the sidelines.

A 21-year-old North Jacksonville man is behind bars after police found two starving urine- and feces-covered dogs chained to a porch railing at an apartment at 3715 Almeda St.
Breon Dirneal Woodard of Almeda Street was charged Monday with cruelty to animals, according to jail records.
A proposal to give most JEA employees raises this year is angering some customers who say public workers shouldn’t get raises while many people are struggling financially.
Last year, JEA’s board approved three-year contracts with three of its bargaining units, and the last two were approved this year. Now the Jacksonville City Council must decide whether to approve the contracts. That vote is expected next month.
Two of three northbound lanes of Interstate 95 at Exit 3 at Kingsland are now open after three tractor-trailer rigs crashed at 5:30 a.m. and blocked the roadway, Lt. Todd Tetterton of the Kingsland Police Department said.
The jackknifed rigs and debris from the crash had blocked all three lanes for hours, but two are now cleared and traffic is moving north, said Deputy William Terrell of the Camden County Sheriff's Office.
There was only one minor injury in the crash between the off ramp and on ramps just north of the I-95 overpass over Georgia 40, Tetterton said.

For good reason. It's not true.
A six-hour standoff ended peacefully when the suspect surrendered to police shortly after 8 p.m.
And now Timothy J. Griffin III, 32, is under arrest and facing a charge of aggravated assault. The charge stems from at least one victim's accusation that he fired a gun at them earlier in the day, said Lt. John Gay of the Jacksonville Sheriff's Office.
Police responded to a shots-fired call on the 1400 block of West Fifth Street at 1:55 p.m. Saturday. That's where they discovered Griffin had barricaded himself inside a home, and officers called in the SWAT team.
Just before 10 p.m. Saturday motorists on I-295 south must have had a shock as a plane swooped out of the sky looking for precious roadway to use as a landing strip.
Amazingly, the small plane landed safely, avoiding hitting any vehicles -- at first -- and injuring no one, authorities said. The aircraft had only minor damage, authorities said, but the cause of the emergency landing is still under investigation by the FAA.
However, a pickup truck nicked the left wing of the plane but did not stop, Sgt. Dennis Smith of the Florida Highway Patrol said.
The Jacksonville Sheriff's Office said an arrest has been made in the murder of 67-year-old Michele O'Dowd.
O'Dowd was found dead by a family member in her home off Hodges Boulevard shortly before 9 a.m. Friday. The family member went looking for O'Dowd because she had not shown up for work that day
Police said Patty Michelle White, 37, was arrested late Saturday in South Carolina. She was described by police as an acquaintance of O'Dowd.
Police said at that time there were no obvious signs of forced entry to O'Dowd's condo in a gated community.
Everything seemed to be going just fine at Saturday night’s live Nativity in San Marco when a volunteer lost sight of one of the dozen or so animals eating hay in front of the manger.
“Mary, where’s the baby cow?” Karen Saltmarsh asked Mary Soha, whose yard serves as the location for the annual, one-night event. Saltmarsh set off looking for the animal — which turned out to be right there in front the momma cow, though hidden in its shadow.
Soha was relieved.
“I am not running down the road to catch a cow this year,” Soha said. “That’s happened.”
A man was shot behind a packed restaurant on Jacksonville's Southside, sending customers bolting for the doors Saturday night, police said.
Sgt. Shawn Coarsey of the Sheriff's Office said shots were heard just after midnight Saturday and when police arrived a man was lying in the area behind the restaurant with gunshot wounds. He was taken to Shands Jacksonville hospital in critical condition and his wounds are life-threatening, Coarsey said.

A 73-year-old Jacksonville man died Saturday after the motorcycle he was driving struck a guardrail on an I-295 onramp and he was thrown onto a concrete embankment.
William Edward Robbins was taken to Shands Jacksonville in critical condition after the 2:12 p.m. accident. He died at the hospital about 7:30 p.m., according to a Florida Highway Patrol report.
